Why can't my S6Edge+ access apps during a phone call unless on WiFi?

S6Edge+ Cannot Access Apps During Phonecall unless on WiFi

when my fiance is on his s6 edge plus if he's not connected to wifi he cannot access anything during that call, no apps that use data anyways.
I have an s6 edge and do not have this issue so am wondering what is different about the plus vs the regular version.

Are you on different carriers, by chance? Verizon and Sprint will not be able to support simultaneous voice and data unless you have VoLTE in your area. If you are on an MVNO (like StraightTalk, MetroPCS, etc) that uses these carriers' networks, you will also need VoLTE capability...
