Why do I get two layers of lockscreens?

When I unlock my phone, before getting to the actual lockscreen, with the new notifications (running Lollipop), I get almost a "pre-lockscreen" with a clock in a different font, and a picture of a padlock in the middle of the screen. This happens no matter what my security settings are set as.
Any idea how to get rid of this? I'll try and post a screenshot if it helps.

Welcome to Android Central! That doesn't look like a native screen. Are you sure you don't have any other 3rd party security or lockscreen app installed?

I'm still not crazy about having to swipe twice to unlock either...

That screenshot almost looks like the Android 4.0 lock screen. The font on the clock gives it away.

Anyway, I also find it annoying that with a PIN unlock, there is now an extra step to go through to preform before unlocking. Why do I need to swipe up then enter my PIN?

Requiring the first swipe gives more room on the first lockscreen to show more notifications. With KitKat, I used DashClock with extensions, but it never ended up looking that good, because the pattern unlock grid would automatically show up, causing DashClock to be cramped up at the top. In order to see all of the DashClock info, I'd have to swipe down to get rid of the unlock grid. That might have been the thinking behind starting off without the unlock grid or keypad, to give more room for the notifications.
