For me its a few reasons. First are the looks. I dont care for squared off icons and a cartoonish color scheme. Some people do but that's not for me.
Second is that it doesn't flow as well as some other OEM skins. For example with the HTC one changing from front to back facing cameras is just a quick swipe while it requires you to press an icon in touchwiz. Some people think having to touch an icon isn't an issue, but its so much easer to use a phone one handed when you can swipe through sections of built in apps.
Third and lastly Samsung adds a bunch of features to touchwiz. This is great, but most of you won't use 99% of them so they just hang out cluttering up the phone. That's why the 16gb s4 has only 8gb of storage. To add to that the features they so highly advertise like airview don't work well and only work on the stock Samsung apps and flip board.
