Why do my calls not show the caller ID on my Galaxy S8?

[Android Central Question]

Recently, my phone has stopped showing the caller's name when I receive a phone call, even though they are saved in my contacts. Most of the time, my screen does not even change when the call comes in so I can choose to answer it. I have to pull the notifications bar down to answer the call. I have tried loading the phone in safe mode and it still does the same thing. I have checked for system updates, cleared the contacts cache, checked the default apps, turned on 'Do Not Disturb Custom Exception' and forced the contacts/phone apps to stop. Nothing is working.
