Why do the apps, chrome and android system webview not update in play store?

I use a Samsung Galaxy A51 (not the 5G model). I have an issue in play store where chrome and android system webview don't update when I click on update. They get stuck at pending and downloading doesn't start at all no matter how long I wait. Then I have to do alot of random stuff like clearing the cache and data of play store about a million times and other things and eventually they update. This happens every single time and it's really annoying plus this doesn't happen with any other app. Please tell me a way to eliminate this problem once and for all so it never returns.
 
To answer your title question: I don’t know why that happens. Regarding your request: I don’t know that I can. But I find that rebooting fixes updates stuck on Pending. It’s such an infrequent inconvenience that I’ve never gone deeper than that, but I suppose that clearing cache and data for the Play Store, Downloads Manager, and Services Framework apps may help. https://forums.androidcentral.com/ask-question/409154-join-android-central-community.html

Restart your phone before you update your apps, and update Chrome and System WebView one at a time... don't combine them with any other update and they should be fine. That's a well known problem for those 2 apps unfortunately. Those steps completely fixed my issue, which was exactly the same as yours ;)

I've had this issue where updating them separately didn't work but by hitting the update all button it took care of them.
