Why do the apps, chrome and android system webview not update in play store?

I use a Samsung Galaxy A51 (not the 5G model). I have an issue in play store where chrome and android system webview don't update when I click on update. They get stuck at pending and downloading doesn't start at all no matter how long I wait. Then I have to do alot of random stuff like clearing the cache and data of play store about a million times and other things and eventually they update. This happens every single time and it's really annoying plus this doesn't happen with any other app. Please tell me a way to eliminate this problem once and for all so it never returns.

To answer your title question: I don’t know why that happens. Regarding your request: I don’t know that I can. But I find that rebooting fixes updates stuck on Pending. Restart your phone before you update your apps, and update Chrome and System WebView one at a time... don't combine them with any other update and they should be fine. That's a well known problem for those 2 apps unfortunately. Those steps completely fixed my issue, which was exactly the same as yours

That's a well known problem for those 2 apps unfortunately. Those steps completely fixed my issue, which was exactly the same as yours

I've had this issue where updating them separately didn't work but by hitting the update all button it took care of them.
