Why does my camera keep saying it's busy?

When I try to open it, I get a black screen and a notification saying "CAMERA BUSY Camera unable to start, if this repeats please power off your phone and restart" I've tried that and it doesn't work.

Welcome to the forums. What device do you have? Try this. Go to settings - apps - all - select the camera app - clear data and restart the phone. Tell us how it goes.
