Why does my phone not ring when in moto sleep mode for starred contacts?

I have a Droid Turbo and have been using sleep mode for a while now. This morning my boyfriend tried to call me with an issue while he was at work. His phone call fell in my "sleep" mode time but it never rang. He is one of my starred contacts and it will ring through when I have the priority setting set on my ringer. Why is the sleep mode not ringing the starred contacts? This is a huge issue with sleep mode. His phone calls used to ring through during sleep mode. What has changed?
