Why does samsung access to make & manage calls & access contacts to update the wallpaper?

[Android Central Question]

I wanted to customize the wallpaper on my phone. When I tried to change it there were three questions asked semicolon allow access to your contacts, allow Samsung to make and manage your phone calls and allow access to your photo gallery. I understand the photo gallery access but not why it needs to be able to access my contacts or make and manage phone calls. If I don't allow all three of these it will not allow me to update my wallpaper.

Where exactly are you trying to change the wallpaper from?
