Why doesn't my Gear Fit Pro 2 record my steps inside Walmart and Publix?

It records my steps when I am inside my house, or inside my son's school, but not when I am shopping in stores like Walmart, Target, Publix or Sam's Club. I was wondering why that was. I have tried resetting it. Turning it on and off. Turning off my bluetooth.
