Why doesnt my volume lower in music player?

I recently got a new phone. A Samsung c9 pro. I love it. But for some reason I can't adjust the volume in my music player with my earphones. The phone naturally comes with google play music. When I play music through google play with my earphones everything is OK the volume goes up and down like normal. But I downloaded a different music player. But the volume seems to be set on a specific level that I can neither go up or down. When I click the volume button the volume bar shows that I'm turning it up or down but nothing changes in the earphones. What can I do?

Hi. Some apps might not have that feature and some you might have to turn it on in the settings.
