Why don't I see a plus sign when I add apps to my Note 9 edge screen

I want to pair a couple of apps on my edge screen. From what I've read, I should see a plus sign to add the app, then a popup to "create pair." Although I see a blank circle on the app screen, if I tap it, I never see a plus sign and I never see a "create pair" prompt. I CAN add apps to the edge screen, but not create a pair.
 
OK, I figured it out. Most of the online information is out of date. There is no plus sign on the edge panel. There is no "create app pair" prompt. I clicked settings, chose "drag and drop" then simply dragged one app to the top of the screen, pressed it, and it opened full screen. Then I went back to the edge panel, dragged the second app to the bottom, tapped it, and it opened in the bottom half of the screen. I hope there are other ways, as this method seems awfully clunky. But after several hours of fooling around with it, I'll take it!
