Why I can't I cast Netflix until YouTube is open?

So it's simple I am casting from an Android phone. everything used to work just find until recent updates to (Google Play Services) now an apps cast icon will only show up after I have opened YouTube (which the cast icon shows up every time) and some times I must cast YouTube before the other apps will show there cast icon. (Netflix, Reuters, TubiTV, ect.)

Which phone do you have? Have you already tried rebooting your Chromecast, or clearing the app cache/data of the phone's Google Home app?
