Why is fb down my internet connection is fine

How do I get fb help without them having me get Google card

You don't need any card or Google credential for Facebook. And for the title of the post, have you checked if you can access the FB site on a web browser and not the app? The site might be down in your region or, if this happens only on WiFi, the router/connection might be blocked. Also might be blocked if you live in a georestricted region (like China)
