Welcome to Android Central! If you're talking about Google Assistant (i.e., "Ok Google"), then open the Google app, tap Menu>Settings>Google Assistant Settings>Phone, and make sure Speech Output is turned on. Be aware that Google Assistant won't speak every response to you -- if it's just an informational search result, you might not hear it spoken to you.
