Why is Google Photo app on Android duplicating photos when I try to save an edit?

Hello. I have Google Photos app on my Samsung Tab A Tablet (Android). When I try to edit a photo from my web album (for example, a simple crop to remove empty space), I click "save" and get the following message "Uploading Photos". I now get a duplicate photo while the original photo is still there. I though Google Photos app fixed the duplicate photos problem.

This doesn't happen when I edit Web Album photos from my desktop. Any ideals what could be wrong? Thanks.
