Why is my android adding a tint to my wallpaper

[Android Central Question]

When in the settings and selecting a new wallpaper it looks fine in the preview but then after closing the settings it has a gross washed out red tint over the image (not the icons, just the image itself). This is not the blue light filter I already checked. It does this primarily with black and white images. It's really annoying and only started doing this today.
