Why is my "Android OS" application using so much data?

My data reset on March 21st, and in two days the Android OS application has used 0.48 GB out of a total of 0.71 GB I've used so far.

Am I correct in thinking this is not normal?

I noticed it at the end of my last data cycle and restricted the background data, but that didn't seem to do anything.
