Why is my BLU phone using data when turned off?

I turn off all the apps, disable data and background data and it still uses it unauthorized

Welcome to Android Central! Do you have any kind of network optimizer app that the carrier installed? What do you mean by turning off all apps? Are you turning off the automatic sync, or are you force closing the apps?
