Why is my Foxfi mobile hotspot working on my phone?

Recently I gave up my grandfathered unlimited (probably a mistake) for verizon's new unlimited...FoxFi worked fine until I updated, then got the notice: "your carrier will not allow Wifi on Android 7.0 or later...
But when I turned on my mobile hotspot in settings...Not Foxfi... My wifi connection appeared on my laptop...under FoxFi!
