why my mobile charging showing decreasing once i insert charger into Galaxy Note-3

Hi, I just had this problem yesterday. When I plug my note 3 to the charger that was showing charging but decreasing charging. for example before charging my phone showing charging 20% once I plugged note 3 to the charger after 1 or 2 mints it was showing charging 19%, After that I charged with laptop it's showing good and charging it's mean my cable working good but when I take another cable and connect with charger that showing same problem charging going to decreasing, it's mean my charger have some problem but once from my charger I charged another Samsung mobile it's charging on good way.

really I'm too much confused where is the problem with my charger or cable?

please solve this problem.

Perhaps the USB port connector is damaged or dirty, among other possibilities.

Sounds more like the charger that's not working is rated too low (look for the Output line on the label. Look for the mA or A or Amps rating. It should be at least 1 Amp or 1000mA).
