Why is my MotoG 1st Gen battery discharging when using USB to charge?

MotoG 1st Gen battery discharging when using USB to charge

Whenever I put my Moto G on charging through USB ports on my laptop it starts discharging battery instead of charging.

Is there any particular reason why this phone behaving like this or do I need to update/change any setting in the phone

The USB port is supplying about 450mA of current. Evidently the phone is using more than 450mA, so the "charging" current is going to run the phone, and there's not enough to charge the battery. Turn the phone off and leave it on charge overnight and it should b up to 100% by morning. (It also happens when the battery is at end of life.)
