why is my phone frozen after trying to reboot it?

I tried to reboot/refresh my sons galaxy s3. it froze up on the white screen with little blue ball. wont do anything. took out the battery and still on the same screen

Define "reboot/refresh". Reboot is either restarting or turning the phone off, then turning it on. Refreshing could mean anything, since there's no "refresh" function in Android.

I assume you mean you took out the battery then put it back in; If the phone is working with no battery, I'll buy it - name your price.

The problem could be anything from you doing something wrong when you did the "reboot/refresh" thing (which is easy to fix in a Samsung phone - just reflash the ROM at very worst - so you waste 15 minutes), to the motherboard choosing that time to go bad (which is an expensive repair. It's not something that can be analyzed online like this.
