Why is Samsung Galaxy Tab A using 14.8 GB for system data

[Android Central Question]

How can I recover some of the memory that the system seems to be using. Total user data is 520.74 MB and there is another 170.74Mb unnecessary data listed. This means that system data is using nearly 14.8 GB.
I have a 32 GB SD mermory card installed with only 773 MB used.
Another problem is that I can not move photos from internal memory to external storage.
