Why is the app screen on my Nuvision TM800A510LRD blank?

I did a factory reset trying to get rid of the popup "Unfortunately, com.android.settings. which wouldn't allow me to go to the settings page. Now I still have popup and no access to anything. After reset I did not get acess to the logon page to enter all my information.
 
Welcome back! Are you able to boot into Safe Mode? On most Android devices, while powered on, press and hold Power until the Power Off menu appears. Press and hold the Power Off selection until the Safe Mode prompt appears. Tap OK.

If the problem disappears in Safe Mode, then something you installed is causing the problem. You may have to uninstall apps one by one until the problem disappears. If the problem persists in Safe Mode, then it's more likely to be a hardware or firmware problem.
 
Is it possible to reinstall the Android OS and the Apps? I know very little about tablets or Android.
 
How easy that is depends on the device. Some manufacturers like Samsung make it pretty easy to reinstall firmware using PC-based programs. But for an off-brand device like yours, that's highly unlikely. You would instead have to root the device and search the web for the stock firmware to reinstall. I suggest looking over at the forums over at XDA-developers.com, since they're more likely to have that kind of info. Good luck!
