Why is the top inch of my phone screen not working?

I have a HTC One m8 and the top inch of the screen is failing to respond. It almost feels like its dead but when I reset my phone and put it to charging the top inch began to respond but only for a little while before it failed and wouldn't respond any more. Does anybody have a fix???

Welcome to the forums. Do you use a screen protector or a case? Does the same problem persists after booting into safe mode?

I have tempered glass as a screen protector but I used to have a normal screen protector and yes the same problem does still occur in safe mode.The thing that really annoys me is that the top inch of screen does work sometimes.
