Why is there a blue circle popping up in the middle of my screen?

I'm not sure what it is but every 10 to 15 minutes I get this blue circle in the middle of my screen about the size of a dime. It pops ups for about 2 seconds then goes away. It's very annoying as I play some mobile games and it gets in the way sometimes. I've never been able to take a screenshot of the circle because it's just very random at times.
