Why is there an "extra" lockscreen on my dads phone?

So basically, as of 2 or 3 days ago my dad's phone somehow gained an extra lock screen that has ads on it and a "clear RAM" feature. When I say extra lock screen, I mean it is a screen you have to acknowledge and swipe past to access your actual lockscreen where you input the PIN password or just swipe depending on settings.

The clear RAM made me think it was related to some device cleaning app, but he has no such apps.

I tried a Malwarebytes scan, nothing came up. He doesn't have any suspicious apps other than a ringtone app that had way more permissions than it needs like camera permission. Removing that and restarting did nothing though. Other than that he just has a few games like words with Friends and candy crush. No recent installs from when this started. So I am out of ideas of finding the source of this. Can any of you guys help at all?

In my experience the fastest way to identify the cause is using the developer options.

Would this work with my situation though? These aren't full screen ads, it's like some program overwrote or modified the lock screen to add it's own layer to it. No strange apps or processes appear when using the developer options.

I think it would work. That's an extra lock screen most likely caused by a third party app that he downloaded. I would try this, clear all the recent apps, restart the phone, unlock and if the same screen pops up see which apps show up in recent apps and running services.
