Why isn't my Moto E getting charged?

Moto E not getting charged

Sometimes, very rarely, it shows the lightning bolt in the battery icon up top, but the Battery panel in Settings keeps on saying, "Not charging." When I tried to reboot the device, it shut down successfully, but it showed a question mark inside a battery while booting up.
I powered it on manually. Again - lightning bolt but no charge.
Is it the charging port or is it a firmware problem?

Welcome to Android Central! How new is the phone? Have you tried different charging cables/plugs? Are you charging from a wall outlet or a computer USB port?
