Why my android tablet battery percentage and slow charging?

My android tablet (Acer Iconia B1-711) is having some trouble to it's battery, the battery say 32% and if I plug out again the battery cord in the back it will say 40% then when I charge for hours, It was still 42%, what is happening, I'm using the legit charger and I'm just experiencing this 3 days now. Anyone knows fix? help!

Have you tried a different USB lead, and made sure that the USB port connector is clean and, so far as you can tell, undamaged?
