Why my apps return to old version Everytime I reboot it

I've bought an android phone 7.0 , it has uc browser and opera mini installed already, it's not installed in system but it's a preinstalled apps because I tried to factory reset it , it's already installed but it can be uninstalled, the problem is that after I update the uc and opera, and rebooted it, it is no longer updated, it returned to its old version, how can I fix this? Please help thank you
 
Welcome to Android Central! After you reboot, do you have to go through the whole Setup Wizard again for the phone?
 
Are you updating these apps through the Play Store? What brand and model is the phone?
 
When you tap the Uninstall option for those apps, does it completely remove the apps, or does it just uninstall updates, and revert to the factory version? If it completely removes them, try doing that, then rebooting -- do the apps show up again?
 
Yes it completely removes the app. I tried it several times but does not work. I also tried to update it on other stores then reboot byt still it's not working
