Why some android apps don't apply new features immediately after updating?

Some apps don't show their new features immediately (UI updates, new options in settings) after updating. They do in these cases:
1. After some minutes when app is open (in foreground). Then closing & opening the app.
2. After restarting phone.
3. After logout account & login again.

Why? How to make sure to use lastest features after updating apps?

Welcome to Android Central! Can you give a few examples of apps where you've seen this? There are times when new features or appearances are dependent on server-side changes, so that might explain at least some of those situations.
