Why won't my Nexus 10 tablet charge and won't boot up?

my nexus 10 tablet wont charge and wont boot up

when i turn it on it re boots but justs reboots agen and wont charge

Can you get it into the bootloader screen? Hold both volume buttons and the power when it boots.
