WiFi off when not in use / Smart mode

With Smart mode on the GS4/4.3, should one turn off WiFi when there is none in the area or would it turn it off automatically after a while? I've noticed that my WiFi keeps turning on at "random" places, but also in places where I've turned it on before... anyone know more about WiFi and Smart mode?
