Wifi Priority setting for Inspire 4G

Hi everyone, I'm new on Android and here is my first question.
Is there a way to set up the phone data to use WiFi as a first priority over ATT Data plan?

Second question is how can you tell when the phone uses WiFi and data.

I have a black berry and it does show when the phone is using data network and when it's using WiFi.

yes turn on wifi. WiFi will automaticly turn on when in range of a remembered source, then resume 3G once out of range.
