Write an app that intercepts phone calls

[Android Central Question]

I would like to investigate writing an app that would intercept incoming calls on my phone. I would like the app to play a message: "Dial 8 to continue" and if no 8 is dialed, disconnect; otherwise connect to my phone.

I have coded on Xamarin, FWIW.
