Wrong phone or software issue?

I ordered a new 64gb Nexus 6 that I got today. I went to my carrier got a new sim and then check to see if there was a 6.0 update nothing(in fact not even a 5.1 update as the phone was on 5.0). So, I did an update via fastboot and command prompt. I just noticed that when I plugged in my phone to my computer to transfer files from my previous phone, the device says it has a total 23gb of space. I think that 32gb models have 26gb free(so 23gb seems wrong). I double checked the box and it says 64gb. So, how do I tell if I got the wrong phone or it's some software issue not showing all the free space possible on a 64gb model? Thank you
 
If you go into settings, storage and usb, at the top it'll tell you how much you've used vs free space.

**this is on marshmallow, so I'm sure it's called something slightly different in lollipop but I don't quite remember.

I think i recall reading in another thread that there was some bug that reported the memory wrong.
Try performing a hard reset and that should fix it.
