Ok I'm trying to get my phone back to factory and keep getting this error....

No matter what ROM or Kernel I try I can not get this thing working. I've cleared all data/cache every which way and the same. Weird thing is today I loaded back on EE4 stock (the only! ROM that semi-works) and I have my background and apps back on also????? Its like something is write protected?? Any help before I return this thing would be appreciated
