What's the most updated info on custom roms

I've been wanting to install something but my phone from what i read can't do it. I can't unlock my phone apparently but oddly after re-flashing my os i have an the custom unlocked message on boot. I'm just confused on what info is old and what's new. Can I install a custom rom or not. I heard that I can install a rom based on stock but i don't know if that's outdated info or what. =(
