Why is my galaxy s3 battery draining while it's on the charger?

My phone is discharging on the battery like it was at 32% and then when I restarted it it turned back on and it said the battery level was at 23% and I was wondering why it did that.

Check everything in the charging chain, from the mains supply to the phone battery. Check especially that the USB lead is good, and that the USB port connector on the phone is clean and undamaged.
