Why is my samsung galaxy nexus 4.3 charging only if it's turned off?

So, my phone is not charging normaly. If I want to charge it, I must completly turn it off. Also can't connect to pc with USB cable. But the problem isn't in wires or connector. I tryed factory settings and all worked fine, until some actualisations were made.

Any idea what to do?
