Why can't I connect to WiFi? I have the password

why i cant connect to wifi if i have password of that. someone block my ip address

There could be a multitude of reasons for that. Basic steps would be to reboot your device and try again or delete the connection and then readd it and see if it then accepts connections. If none of that works, well, you might be blocked by Mac address or some other unknown issue may be happening, which would require more info.
