How do I turn off my screen overlay for my Galaxy S6?

I have had multiple problems trying to turn off my screen overlay. I have some apps that require it, and other apps that do not. But I am annoyed with not being able to use certain apps. When it is asking me for permissions in order to use an app, and I tap to allow them, I get a pop up that says "Screen overlay detected.
To change this permission setting, you first have to turn off the screen overlay from Settings > Apps". It then gives me an option to go to the settings, which I do. My problem is, every app I have is already switched to "off" in all three categories (Enabled, Disabled, and Apps With Permission). How do I get it turned off for good so it can no longer interfere? Any help would be much appreciated!
