How do I turn off screen overlay detection on a Samsung Tablet?

I downloaded a calling and texting app. After installing I tried to use the app. A screen popped up stating I needed to turn off the screen overlay detection. It then took me to the application management in settings. I then scrolled down to the app I installed. I then went to the apps permissions and it wouldn't let me turn any of the permissions on. What should I do?
