Why don't user settings screens appear on my S5 with Lollipop?

Users settings screen does not appear on my S5 with Lollipop

I recently bought a refurbished, unlocked Galaxy S5 (SM-G900V) the phone was a Verizon version. It runs fine on my AT&T SIM card and account but I cannot find the "Users" control panel to set up the Primary User. I need to do this in order for my VPN to function (IPVanish) The phone came with Android 5.0 and there is no "Users" option showing in the Settings.
