WiFi not connecting

I know the signal at work is not great everywhere. But I lose wifi signal all the time. When I do the phone will tell me there is an open network to connect to. I check it, it says the signal is strong, but it won't connect to it until I go to a different area.
Is there something wrong with my phone or is it a crappy wifi network? Kinda strange that it says that there is a strong or sometimes very strong signal but refuses to connect to it.

I really don't think our IT guy knows what he's doing most of the time.

you know iv have seen 2 different android devices totally not connect to a wifi for no reason settings were right on the money but then my wife or someone eles can connect makes no sense.....try someone eles device and see if thats a new bug or something for once idk...
