The line access fee is included. I think of a device fee as a payment plan for a new device (I.E. paying $30 a month for the new S7 edge or whatever) which isn't included since not everyone gets a new phone when they sign up.

Yes, "line access fee" was what I meant and probably the more correct term.

Looking at the terms of each one, for AT&T, Verizon, and T-Mobile it is a multi-device setup and not just multi-phone and you can add a tablet as a device. Sprint on the other hand for their plans states "Plan not avail. for tablets".

I think this applies to pretty much every carrier.
