I have an old Samsung S8 that is locked to Verizon. Can I buy a new Samsung phone and swap the sims card from old phone to new phone
They do if you buy a new one. They lock them for 60 days unless they changed policy recently.Your S8 isn't locked to Verizon just because it's a Verizon branded phone. Verizon doesn't require unlocking of their phones.

I wasn't referring to the S8. That's why I said they do if you buy a new phone to make it clear that they do lock their phones at the moment.I'm aware of that policy and that's why I'm confident the phone isn't locked. It was released Spring of 2017, Verizon didn't start locking phones until July 2019. So unless the S8 was bought new after the S10 was launched it was never locked. Even if it was bought at a time it would have been locked, OP refers to it as an old phone, safe assumption they've had it more than 60 days.

Yeah coming from s8, its a big step up .Well now that I have done this. The sims card from my Samsung S8 is a 4g card and the new phone Samsung s21 ultra needs a 5g sims card to work. Even know I have no 5g and it could be a long long time before I do.
I will say WOW is this phone an upgrade my S8 was like live in the dark ages.
