Custom android build with weak security

Hi, does anyone know of a custom android build that has weak security?
Reason is I have a system .apk which I would like to install. I dont have the sorce code for it.
Or if anyone has any other suggestions they would be much appreciated.

You mean custom ROM ? Which device?
Best bet would be XDA forum as they more geared to those things

Yes I mean ROM, its for a nexus 5.

The Nexus 5 is old enough that it's stock ROM has weak security by today's standards... Don't think the security or Play services were even independantly updatable then.

And if you just want to install an app to the system partition you only need root access... Which is trivial on any Nexus.
