Regarding Android 5.1 OTA update.

I am using an Android One phone. Yesterday I got a notification to download the Android 5.1 L OTA update. The size was around 408MB which I did downloaded but something when wrong during the installation and restart (probably due to encryption enabled) and I got back to the existing KitKat 4.4.4. I read some blogs and reset my phone (disabled encryption which comes with syncing my corp email) but since then I have not got the option to download the Andriod 5.1 L OTA update.
Does anyone know how this OTA update works? Is it pushed via validating IMIE, Cell Number or the Google account that I used to setup the phone. I can always create a new account but wanted to check how the OTA works. Thanks in advance.
